The Arcade Building was built by department store operator David Spencer after Victoria's great fire of 1910 to house the city's prosperous, established merchants and professionals. The large building in the background was the former Driard Hotel which was purchased by Spencer in 1910. The Spencer's department store complex was sold to the T. Eaton Company in 1948 and demolished circa-1989 to make way for the Eaton's Centre mall (Bay Centre today).
