There is no limit on what they falsify as in the arrest of Joseph Kellogg Sr, Thomas Kelly, Kurt LaFata and City employee William Forte. The state inspector general announced their arrests on Thursday. Joseph Kellogg Sr., 51, is a residential roofing contractor. He allegedly applied for four building permits claiming he had no employees, when in fact he used 11 workers on two of the projects. Thomas Kelly, 46 and 50-year-old Kurt LaFata are accused of similar actions. William Forte, 51, claimed he was unable to work because of injuries to his arm and hands. However, while he was receiving checks from worker’s compensation, he was an employee of the city of Amsterdam, climbing ladders and painting.
